When you use a 16-bit PCMCIA card, such as a Compact Flash card, a Smart Card, or a Secure Digital (SD) card, the following error message is logged in the System log after you resume a portable Windows Vista-based computer from hibernation:
Event ID: 9
Source: pcmcia
Level: Error
Message: The PCMCIA controller encountered an error powering up the inserted device

When you use a 16-bit PCMCIA card on a Windows Vista-based computer, the card may not be installed correctly. Or, the card may not otherwise function correctly. When this issue occurs, a yellow circle and exclamation point may be displayed next to the device in Device Manager (Devmgmt.msc). Additionally, a status message that resembles the following may be displayed on the General tab of the device properties:
This device cannot find enough free resources that it can use. (Code 12)
If you want to use this device, you will need to disable one of the other devices on this system.
The device instance does not exist in the hardware tree.

Consider the following scenario. You connect a PCMCIA storage device to a Windows Vista-based computer. For example, the device may be a PCMCIA card reader. Next, you put the computer to sleep, disconnect the device from the computer, and then wake the computer from sleep. In this scenario, you may experience one of the following problems:
- The PCMCIA storage device is still listed in Windows Explorer, even though the device was disconnected.
- When you reconnect the PCMCIA storage device, the device does not work.
- The computer stops responding (hangs).
- After the computer has been running for a while, you receive a Stop error message that resembles the following:
STOP 0×0000009F (parameter1, parameter2, parameter3, parameter4)
DRIVER_POWER_STATE_FAILURE
