After you run the Out Of Box Experience (OOBE) Wizard on a Windows Vista-based computer, and then you restart the computer for the first time, you may find that the wrong language is applied. For example, this problem may occur in the following scenario:

  • The Serbian (SR-latn-cs) language pack is applied to a factory image of Windows Vista.
  • Language packs for other languages are also applied to the same factory image of Windows Vista.
  • A partially localized language pack is selected in the OOBE Wizard. For example, Ukrainian is selected, or a language other than Serbian is selected.

In this scenario, Windows Vista starts correctly, and the correct language is applied. However, after the computer is restarted, the wrong language is applied. For example, the Serbian language is applied as the default language after the computer is restarted.

Note: A partially localized language pack contains most of, but not all, the language resources for the user interface in Windows Vista. To provide a full user interface, a partially localized language pack depends on a base language pack. For example, Ukrainian is a partially localized language pack, and approximately 80 percent of the language resources in this language pack have been localized into Ukrainian. The remaining 20 percent of the language resources may be in either English or French. Both English and French are fully localized languages.

Consider the following scenario. You install the Language Interface Pack (LIP) on a Windows Vista-based computer. This computer has both the Spanish language pack and the French language pack installed. However, “La meva llengua es el Catala” is listed two times as the language selection on the first page of Out Of Box Experience (OOBE) Wizard. In this scenario, you expect the following languages to be listed:

La meva llengua es el Catala (Espanyol)
La meva llengua es el Catala (Frances)

Consider the following scenario. You have a computer on which one of the following language versions of Windows Vista is installed:

Language Culture
Chinese (Hong Kong) ZH-HK
Chinese (Simplified) ZH-CN
Chinese (Traditional) ZH-TW

Additionally, a 2007 Microsoft Office program is installed on the computer. In this scenario, you may be unable able to type Chinese characters for the user name and for the computer name on the Welcome page of the Out Of Box Experience (OOBE) Wizard.

When you run the Out of Box Experience (OOBE) Wizard on a Windows Vista-based computer, you have the option to select a language in the Time and currency format box. When you do this, the system locale is unexpectedly set to the same language. This behavior occurs regardless of the language that you select in the Language to install box.

For example, if you select German in the Time and currency Format box, and you select English in the Language to install box, the system locale is set to German. Therefore, some programs may display a German user interface, and some programs may also use German settings.

Note: The system-locale setting determines the language that is used to display the text in menus and in dialog boxes for programs that do not use Unicode. You may have to change the default system locale when you install additional display languages on your computer. When you select a different language for the system locale, this does not affect the language in menus and in dialog boxes for Windows or for other programs that do use Unicode.

When you use the System Preparation tool (Sysprep.exe) in audit mode to deploy a Windows Vista Windows Image Format (WIM) image file, the Out of Box Experience (OOBE) Wizard does not run automatically. Instead, the OOBE Wizard is displayed as a System Cleanup Action option in a dialog box. This symptom occurs even though the Windows System Image Manager identifies the OOBE Wizard value as a default value for the auditUser mode or for the auditSystem mode.
