You establish a dial-up connection on a Windows Vista-based computer by using USB modem device. Then, you put the computer into standby (the S3 power state). After you resume the computer from standby, you cannot establish a new connection, and you may receive the following error message:
Failed to connect to ConnectionName
Additionally, after you receive the error message, the following error may be logged in the Application log:

Event ID: 20227
Level: Error
Description:
CoID={XXXXXXXX-XXXX-XXXX-XXXXXXXXXXXXXXXXX}: The user UserName dialed a connection named ConnectionName which has failed. The error code returned on failure is 633.

Assume that you are running Windows Vista Service Pack 1 (SP1) or Windows Server 2008 on a computer that has a modem connected. When you view the modem properties in Control Panel, the Country/Region settings may be missing on the Advanced tab. Therefore, you cannot configure the Country/Region settings for the modem.
This problem occurs intermittently. After you reinstall the driver for the modem, the Country/Region settings may reappear.

You are using a modem to connect to a network or to the Internet from a Windows Vista-based computer. If you put the computer to sleep while the modem connection is active, the screen goes black. After several minutes, you may receive a Stop error message that resembles the following:
STOP 0×0000009F (parameter1, parameter2, parameter3, parameter4)
DRIVER_POWER_STATE_FAILURE
The Stop error may occur anywhere from five to twenty minutes after you put the computer to sleep.
When this problem occurs, you may be using a traditional modem, an ADSL modem, or a cellular phone to connect to a network or to the Internet.

You cannot use a serial cable connection to connect a Microsoft Windows XP-based computer to a Windows Vista-based computer. For example, when you use a null modem serial cable such as a Laplink cable or a Bluetooth serial connection to connect the two computers, the connection does not work as expected.
