You cannot install a Bluetooth radio that does not support LMP Hold mode in Windows Vista SP2 or in Windows Server 2008 SP2

Assume that you try to install a Bluetooth radio that does not support Link Manager Protocol (LMP) Hold mode on a computer that is running Windows Vista Service Pack 2 (SP2) or Windows Server 2008 Service Pack 2 (SP2). In this situation, the installation fails. Additionally, a yellow exclamation mark that indicates error code 43 shows on the Bluetooth radio in the Device Manager, and the following events are logged in the System log.

Event ID: 4
Event Source: BTHUSB
Event Type: Error
Event Description: A required feature (LMP) is unsupported on the radio.

Event ID: 17
Event Source: BTHUSB
Event Type: Error
Event Description: The local Bluetooth adapter has failed in an undetermined manner and will not be used. The driver has been unloaded.
