Flash Player 9 EXE installation fails on Japanese Vista machines using the Microsoft Office 2007 IME

If you are using the Flash Player Distribution License, then when you install Adobe Flash Player 9 using the standalone EXE installer on the Japanese version of Windows Vista, the installation fails.

Note: This issue only effects the standalone EXE version of the Flash Player 9 installer. Installs from the Flash Player Download Center are not effected.
