The Windows Server 2008 and Windows Vista Failover Cluster Validation process fails, and you receive an error message when the “System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing” policy is enabled

The following policy is enabled on a Windows Server 2008-based computer or on a Windows Vista SP1-based computer:

System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing

When you open the Failover Cluster Management window on this computer to perform the “Validate a Configuration” task, the validation process fails. Additionally, you receive the following error message:

An error occurred while performing validation. Testing will be cancelled. This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.
