Unable to Register Windows XP SP3 or Vista SP1 Devices

Environment
Novell ZENworks 10 Configuration Management Registration

Situation
Attempting to register Windows XP SP3 or Vista SP1 against a ZCM 10.0.3 Server will result in “Unable to Register with ZCM. Server Error -21.”
