ShopRegional settings that users make during OOBE may be overwritten by the default settings in the Oobe.xml file after Windows Vista Service Pack 1 is installed
After you install Windows Vista Service Pack 1, the regional settings that users make during the Out Of Box Experience (OOBE) process may be overwritten by the defaults settings in the Oobe.xml file.
There is a download that resolves this issue. See Hotfixes for details.
