The best I can tell, Vista SP1 beta users are directed to a test Windows Update site instead of the standard one every else uses. (You can tell because it offers the April 2007 Malicious Software Removal package instead of the current one.)
It seems that this test site hasn’t been updated with the latest DreamScene yet.
