Error message when you try to manually start the Telephony service: “Windows could not start the Telephony service on Local Computer”

On a Windows Vista-based computer, the Telephony service may not start. When you try to manually start the Telephony service, you may receive the following error message:

Windows could not start the Telephony service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion.

Additionally, the following events may be logged in the System log:

Event ID: 7000
Source: Service Control Manager Eventlog Provider
Description: The Telephony service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

Event ID: 7009
Source: Service Control Manager Eventlog Provider
A timeout was reached (30000 milliseconds) while waiting for the Telephony service to connect.
