Error message when you try to start Internet Explorer 7 in Windows Vista: “You must be an administrator to open Internet Explorer on this desktop”

In Windows Vista, you receive the following error message when you try to start Windows Internet Explorer 7:

You must be an administrator to open Internet Explorer on this desktop.
To open Internet Explorer, right-click the Internet Explorer icon, and then click ‘Run as administrator’

You receive this error message even after you log on by using an account that is a member of the Administrators group.

Note: This problem does not occur in earlier versions of Windows. These versions include Microsoft Windows XP and Microsoft Windows Server 2003.
