Premiere Elements 3.0.2 won’t start after you upgrade to Windows Vista

When you start Adobe Premiere Elements after upgrading to Windows Vista, you see the following error message,

Registration information is invalid. Please reinstall Premiere Elements.

The error occurs regardless of whether you install the Premiere Elements 3.0.2 patch before or after you upgrade to Windows Vista.
