I’ve got this problem and I’m not sure why. I’ve tried a system restore to no avail.
I tried following the KB article KB931770, but there is no way to download the file without contacing MS - but that means playing £40 + 17.5% vat. Is there any other way of fixing this issue?

You are in luck. Go to my new Hotfixes page (itsvista.com/hotfixes/) and you’ll find the download you seek is available on the web. Read the info at the top of that page, it’s important to know, and will tell you what to do after you’ve clicked the download link.
